Program/Project Analyst
The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on issues critical to the region’s success, including growth and development, transportation, water resources, services for older adults and workforce solutions. ARC is dedicated to unifying the region’s collective resources to prepare the metropolitan area for a prosperous future. This is done through professional planning initiatives, the provision of objective information and the involvement of the community in collaborative partnerships.
ARC is seeking a skilled and motivated individual with knowledge, experience, and interest in shaping our region’s talent supply by assisting the Workforce Solutions department analyze the performance and impact of regional workforce development strategies. The Program Analyst will be part of the Workforce Solutions team, which helps implement the Workforce Innovation and Opportunity Act (WIOA) through the Atlanta Regional Workforce Development Board. This position will inform and sometimes manage performance data of workforce development programs, coordinate with regional partners and stakeholders to advance solutions to regional workforce needs, and identify opportunities to improve the quality of workforce program service delivery.
The ideal candidate will be a professional with experience in researching and analyzing data and providing recommendations based on thoughtful analysis of objectives and constraints. They will be a detail-oriented project manager who can juggle multiple competing projects, deadlines, and timelines. The ideal candidate will be able to collaborate with cross-functional teams to gather input, solicit feedback, and gain buy-in for process improvement initiatives. The position requires a team-oriented individual who is also driven to work in an innovative and challenging subject area.
Essential Duties and Responsibilities:
- Provides logistical support to programs including supporting meetings through minute taking, scheduling meetings, plans and coordinates program and/or event logistics; updates policies and procedures and/or operational manuals; tracks program outcomes and performance measures;
- Compiles data and information; analyzes information; identifies best practices and trends; prepares reports, correspondence, presentations and other program materials; writes, formats and edits documents; and generates and distributes reports and databases;
- Documents and reports department major project initiatives (MIPs) and key performance indicators (KPIs)
- Assist in documenting and improving the workflows, intake processes, and service delivery models. Help identify and implement improvements in data collection and reporting workflows.
- Support continuous improvement initiatives by identifying gaps, recommending solutions, and monitoring implementation.
- Coordinate with partners to collect, review, and upload data to meet state and federal reporting requirements.
- Assists with implementation of program activities including researching and developing materials; responds to questions/issues, complaints regarding program activities; coordinates and conducts training, development of materials and training logistics;
- Attends and participates in meetings with stakeholders, participants and program staff;
- Performs other duties of a similar nature and level as assigned to support agency goals and objectives.

Minimum Qualifications:
- Bachelor’s degree in business or public administration, human services or directly related field and one year of related experience which may include internship experience.
OR
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Required Knowledge, Skills, Abilities and Competencies:
- Knowledge and understanding of economic development or workforce development issues and policy solutions;
- Knowledge and understanding of principles and methods of qualitative and quantitative research and analysis, including data collection, synthesis, and reporting;
- Ability to work independently with minimal supervision;
- Strong collaboration and partnership development skills with internal and external partners;
- Ability and desire to connect with leaders, advocates, and practitioners engaged in policy issues;
- Ability to work successfully independently and within a team;
- Possess strong time management and organizational skills;

- Proficient in database technology and Microsoft Office Suite (Outlook, Word, Excel, Teams and PowerPoint).
