Director of Area Agency on Aging

Job Purpose: 
Oversee the development and maintenance of a comprehensive, coordinated human service delivery system for community support and services for older adults, people with disabilities, and caregivers in ETCOG's fourteen-county region.

Travel: Approximately 25% both in-region and out-of-region

Job Performance Duties and % of Time:

30% - 
Provides executive leadership for the oversight, planning, development and administration of the Area Agency on Aging (AAA) and all its programs by administering core programs of the AAA, developing new programs to meet compliance and the intent of the Older Americans Act of 1965, and any amendments; establishes goals and objectives for the AAA, consistent with ETCOG's mission, vision and strategic plan; manages the day-to day operations of the program(s); directs the planning and implementation of strategic initiatives, working with internal and external partners; establishes and ensures internal controls, quality assurance protocols; develops fiscal capacity and leverages resources to meet the growing needs of the aging population within East Texas; ensures effective program integration and communication between ETCOG's divisions and the Texas Health and Human Services Commission (HHSC) for the successful management of the programs and services of the AAA; develop and maintain effective relationships for the improvement of the program.

25% - Ensure effective and compliant program delivery by providing leadership to the Aging Division staff with regard to performance measures, compliance with federal and state law, program development requirements and ETCOGs' strategic direction; establishes and ensures internal controls, quality assurance protocols and program and service management ensuring program is monitored and managed appropriately; ensure performance standards and requirements are met in accordance with the contract with the Texas HHSC and Texas Administrative Codes; review and analyze data trends and performance; ensure vendor compliance and accountability with state and federal rules and regulations, contracts and agreements; maintain ongoing communication for understanding and resolution of issues to ensure effective administration of programs and services; develop and negotiate contracts.

20% - Ensure fiscal responsibility in the management of financial resources by leading the budgetary process to ensure funds are sufficient to support the services for the targeted populations; review and analyze expenditures, forecast budgets based on historical use, trends, environmental scans/changes, project expenditures, cost analysis, etc.; ongoing review of approved annual budget and subcontractor projected performance; ensure accuracy of budgets, and data reporting, quarterly performance, and close-out budgets; ensure appropriate service delivery levels and budget adherence by reviewing quarterly performance and annual closeout reports and taking corrective action when needed; collaborate and communicate with other agencies and human services delivery systems to extend the impact and effectiveness of ETCOG's budgeted programs.

15% - 
Ensure the management and implementation of programs and services meets the needs of the region's senior population by recruiting, hiring, developing, and maintaining experienced, competent, and diverse staff; Provide guidance to team in order to conduct advocacy and outreach to meet program needs; exercise full range of supervisory authority with subordinate staff, including performance management, evaluations, counseling, training, mentoring and recommendation for hiring and separations.

10% - Actively receive input and direction from ETCOG's fourteen-county region regarding the specific needs of seniors through advocacy, conducting and engaging in outreach activities; gaining input directly from seniors, caregivers' family members, the community, elected officials and representatives of the Aging Advisory Committee; providing support and technical expertise to the Aging Advisory Committee regarding the oversight and delivery of senior services; serve as a liaison between the Aging Advisory Committee and the ETCOG Executive Committee; maintain transparent and continuous service levels by investigating and resolving concerns from elected officials, clients and service providers.

Requirements Qualifications:

 Bachelor's degree in Business, Public Administration, or appropriate Social Sciences required. Master's preferred.

Experience: A minimum of 5 years progressively responsible experience in planning, directing, organizing, managing, or administering human services related program or functions (10 years' experience preferred); Professional service must also include at least 5 years of direct supervisory or management level human services related experience. Equivalent combinations of education and experience will be considered.

Skills and Abilities: Comprehensive knowledge about aging-related programs; ability to identify problems and develop workable solutions; coordination and facilitation of multi-faceted initiatives; strong interpersonal skills; ability to work under pressure and meet deadlines; exceptional consensus building and negotiation skills; exceptional leadership skills, with an expectation of excellence and professionalism; ability to exercise appreciable initiative and independent judgment; effective communication skills to include oral and written means; must be detail orientated and well organized.

Other: Valid driver's license and a safe driving record.

Decision Making: May make some alterations when following established procedures; develops options by which work can be accomplished.

Interpersonal Communication: Internal customers at all levels; regular interaction with political officials, clients, clients' family members, Advisory Board members and the ETCOG Executive Committee.
