Low-Income Outreach and Enrollment (MIPPA)

The Medicare Improvements for Patients and Providers Act (MIPPA) provides critical support to assist Area Agencies on Aging, Aging and Disability Resource Centers (ADRCs) and State Health Insurance Assistance Programs (SHIPs) help enroll Medicare beneficiaries with limited means into benefits programs for which they are eligible.  

These benefits include: 

  • Medicare Part D Extra Help/Low-Income Subsidy (LIS)
  • Medicare Savings Programs (MSPs)
  • Supplemental Nutrition Assistance Program (SNAP–formerly known as Food Stamps)
  • Medicaid
  • Low-Income Home Energy Assistance Program (LIHEAP)
  • State Pharmaceutical Assistance Programs (SPAPs, where they exist)
  • Supplemental Security Income (SSI)
Currently, USAging, in partnership with the National Council on Aging’s National Center for Benefits Access, is working together to provide MIPPA-funded training, technical assistance and resources to the Aging Network.

USAging supports the National Center’s goals to:
 
  • Provide tools and resources to the Aging Network providers across the country so that they can effectively assist older adults and people with disabilities to apply for and enroll in the benefits for which they may be eligible. 
  • Generate and disseminate new knowledge about best practices and cost-effective strategies for benefits outreach and enrollment to share with the Aging Network.
