n4a Comments on Quality Measurements Proposed for Medicaid HCBS Programs

This fall, CMS released a request for information seeking feedback on a number of existing measurement sets to assess the quality of State Medicaid home and community-based services (HCBS) programs. n4a submitted comments urging CMS to prioritize caregiver supports, workforce needs and transparency, and to consider demographic data in identifying recommended measurement sets.

n4a's comments also stress the importance of ensuring that any recommended quality measures take into account the varying goals and aims of older adults served by Medicaid HCBS programs. At this point, CMS is unlikely to release a mandated set of quality measures for states to use to assess their HCBS waiver programs, but instead may recommend measurement sets to states.
