Shutdown Looming as CR Stalls in Senate?

The House this week passed a bill, known as a continuing resolution (CR), to continue FY 2017 funding for federal agencies and programs at last-year's funding levels through April 28, 2017. 

The current short-term government funding bill expires tonight at midnight, and the Senate still needs to clear the House-approved measure to avoid a shutdown. Doing so did not seem in jeopardy until this week, as Senator Joe Manchin (D-WV) is vowing to hold up Senate passage over health insurance for retired coal miners. If Senators can't work out the issue, the federal government could face a shutdown just two weeks before the holidays. n4a will send updates as we know more.
