Congress Avoids Government Shutdown Ahead of Election

After a stalemate that lasted most of September, Congress sped a bill through both chambers yesterday to fund federal agencies at current levels through December 9.
The stop-gap bill, known as a continuing resolution (CR), was log-jammed over disaster assistance funding for Flint, MI, until an eleventh-hour compromise allayed partisan disagreements and cleared the way for Senate and House approval. To keep spending within current budget caps for FY 2017, the CR included an across-the-board, temporary 0.5 percent cut to all federal programs.
