AAAs and Continuums of Care Addressing Homelessness

USAging members identify homelessness as a major concern in your communities. USAging is elevating the issue nationally, including through this new blog post by CEO Sandy Markwood for the U.S. Interagency Council on Homelessness. In Older Adults and Homelessness: How Continuums of Care and Area Agencies on Aging Can Collaborate, Markwood calls for stronger coordination between AAAs and local Continuums of Care (CoCs), which help people experiencing homelessness access housing and services, and the development of “aging-capable” homeless prevention and response systems. She highlights the successful work of USAging members The Alliance for Aging, Senior Services of Southeastern Virginia and Aging & Independence Services, County of San Diego as models.
Just as USAging is forming national partnerships, we encourage AAAs to explore partnering with your local CoC. Also learn about the U.S. Department of Housing and Urban Development’s new CoCBuilds funding for CoCs to expand or rehabilitate permanent supportive housing.

It's Raining Wins! Senate Passes OAA Reauthorization Bill and Releases FY 2025 Proposed Funding Levels

Next Steps: We now turn to the House to push them to start their own OAA reauthorization process; keep a lookout for an Advocacy Alert in the coming weeks for guidance on how to engage your Representatives!
Appropriations: On August 1, the Senate proposed $2.5 billion in FY 2025 funding for the Administration of Community Living (ACL) and thanks to your advocacy, there were no cuts to key OAA programs, unlike the House bill which would cut III C! We are happy to share that the Senate proposed level funding for all USAging top priorities (Title III B and Title VI), with the exception of Title III E, which received an additional $2 million. You can find the Senate-proposed FY 2025 funding levels in USAging’s updated appropriations chart!

New topical resources on homelessness are available. Also, funding for homeless continuums of care (CoCs) may offer AAAs and Title VI programs with a new option for partnering.
- The National Low-Income Housing Coalition has a new fact sheet on older adults’ housing instability and homelessness, Aging Advocates Are Housing Advocates.
- Eviction Prevention: A Toolkit for Tenants and Service Providers provides essential information to support stable tenancies and avert the trauma of housing eviction for people with mental health conditions, substance use disorders or co-occurring disorders. The Homeless and Housing Resource Center also released a webinar recording on this topic.
- From HUD, Housing Problem-Solving Foundations: Funding HPS Housing Problem Solving, outlines the foundational elements of this approach, the benefits of adopting it across a community and federal funding sources for various activities.
- HUD also released Homeless Response System 101 for CDBG-DR Grantees, which explains what homeless continuums of care (CoCs) are and do and suggests ways Community Development Block Grant Disaster Recovery (CDBG-DR) grantees can partner with them.
- CoCBuilds is a $175 million funding opportunity from HUD open to CoCs for new construction, acquisition or rehabilitation of permanent supportive housing. Find your local CoC to explore partnering.
