This week, the House paused its August recess and made a brief return to Washington to vote on a $3.5 trillion budget resolution that advances the bulk of the Biden administration’s legislative agenda, passing it along partisan lines with all 220 Democrats voting in favor. But as they say, the devil is in the details, and that’s exactly what passage of the budget resolution initiates as both House and Senate committees scramble to draft legislative text for this massive package by September 15.
